Vice Minister for Strategic Development of Natural Resources, Ministry of the Environment
Biologist with more than 15 years of experience in environmental and natural resource management, with postgraduate studies in environmental management and plant genetics, as well as international specialization in environmental impact and risk assessment, and strategic environmental assessment (SEA).
Ms. Soto has held the position of Director of Environmental Impact Assessment at the Ministry of Transport and Communications. She was Director General of Environmental Affairs and advisor on environmental management at the Ministry of Housing, Construction, and Sanitation. At the Ministry of the Environment, she held the positions of Director General of Environmental Management Policies, Standards, and Instruments, Head of the Formulation Unit of the Vice Ministry of Environmental Management, and Technical Coordinator of the USAID-MINAM Technical Assistance Program to strengthen the National Environmental Impact Assessment System (SEIA) in selected regions of the Amazon. She is currently Executive President of the National Meteorology and Hydrology Service of Peru (SENAMHI).
